Bhubaneswar: The Odisha government has constituted a high-level Committee on Administrative and Governance Reforms (CAGR) to undertake a comprehensive review of the state’s administrative structure, rules, and procedures.
The initiative is aligned with Odisha Vision 2036 & 2047, aiming to modernise governance and enhance efficiency.
The Committee, headed by retired IAS officer Jugal Kishore Mohapatra, has O P Agrawal and T M Vijay Bhaskar, both former IAS officers, as members.
The panel has been tasked with recommending measures for simplification, transparency, accountability, and digital adoption in service delivery. It will also explore participatory governance, grievance redressal, and capacity building for civil services.
Officials said the state government is committed to realising the vision of Viksit Odisha – Vision 2036 & 2047, through responsive, transparent, efficient and citizen-centric governance.
Recognising the need for a structured and institutional mechanism to drive governance reforms, the government has formed the panel to review the administrative framework, identify systemic bottlenecks, and recommend forward-looking reforms. This initiative draws inspiration from similar reform bodies constituted in other states.
To assist the Committee in its mandated functions, five officers have been attached in addition to their existing duties, as per a notification issued by the General Administraton and Public Grievance department on Tuesday.
They are – Sibo Narayana Sahu, Special Secretary, Parliamentary Affairs Department, Sabyasachi Hota, General Manager, Odisha Computer Application Centre (OCAC), Bhubaneswar, with additional charge as Joint Secretary, Electronics & IT Department, Ansuman Rath, Under Secretary, GA & PG Department, deployed in the Chief Secretary’s Office, Saumyaranjan Sahoo, Assistant Section Officer, AR Cell, GA & PG Department, and Sugyana Kumar Nayak, Assistant Section Officer, AR Cell, GA & PG Department.
The order comes into effect immediately.
