Bhubaneswar: The National Commission for Protection of Child Rights (NCPCR) on Saturday asked the Odisha government to recommend a central level probe into the Pari murder case.

The NCPCR said this in a letter to the Chief Secretary.

The Commission stated that the incident of the missing girl child and her subsequent murder at Jadupur village in Nayagarh district along with allegations of organs missing from her body is a serious offence and this needs to be investigated thoroughly.

It further said many discrepancies and glaring gaps have been observed in the primary investigation by police, starting from the non-recording of the statements of the parents after the body of the girl was found and yet conducting their polygraph tests without probing into the correct facts in the matter.

“When such serious discrepancies are present in the preliminary investigation in this case, it becomes difficult to rely on the subsequent investigation that would be undertaken by Special Investigation Team (SIT) as well,” the letter pointed out.

The NCPCR also expressed apprehension on the legitimacy of the investigation because of the “incomplete facts” submitted to the Commission in the ATR by the Nayagarh SP and the Collector and the facts submitted during a summons hearing.

It said that the SP and the collector had failed to provide the information regarding the person being suspected as accused in the case and then subsequently misled the Commission during the hearing by informing that the suspect had surrendered in court.

“The Commission has taken a serious view on such misleading facts and submissions being made before it. It is important to reiterate here that the investigation by the SIT in this case based on the preliminary investigation of the police authorities would jeopardize the chances of probing into the true and correct facts in this case and seeking justice in this matter of the death of the minor girl,” it maintained.

The Commission stated these reasons for asking the state government to recommend for investigation by a central agency for an “unbiased and objective investigation”.

It also recommended disciplinary action against the investigating officers for “dereliction of duty” and for conducting a “poor and flawed investigation”, which has led to delays and lapses in the investigation.
