Cuttack: Wedding processions in Cuttack that feature bands, sound systems, DJs, or loudspeakers would now require a mandatory prior permission from police.
According to Cuttack DCP Khilari Rishikesh Dnyandeo, individuals planning wedding processions are required to obtain a license by applying either in online or offline mode. Applicants must provide a comprehensive set of documents via the portal at eabedan-cpbbsrctc.odisha.gov.in (the official e-Abedan system for Bhubaneswar-Cuttack Police) and adhere to the established online approval procedure as mandated by the Odisha Urban Police Act.
Applicants are required to upload the original booking receipt for the band or sound equipment, a notarised indemnity bond on Rs 100 non-judicial stamp paper, proof of venue booking, receipts for any private security personnel hired, and invitation card of the bride and copy of identity proof, especially for events held at private residences.
Additional clearances depend on the venue
For residential venues, a copy of the electricity bill is mandatory. If government land is used, no-objection certificates (NOCs) from authorities such as the Cuttack Municipal Corporation (CMC), Cuttack Development Authority (CDA), Roads and Buildings (R&B) Department, or the local Tehsildar are required.
Organisers must also secure NOCs from the Fire Department and TPCODL for electrical installations, as well as safety certification from the R&B Department for stages or pandals.
The licensing fee is set at Rs 100 per event, rising to Rs 300 if loudspeakers are involved. Payments are processed via the designated e-challan system under the Odisha Urban Police Act.
The process
The fully digital process involves registration with a valid 10-digit mobile number, through which applicants receive SMS updates on application status, approval, or rejection. Upon approval and payment, the licence can be downloaded directly, with final confirmation sent via SMS. Authorities emphasised strict timelines: applications must be filed at least 72 hours before the event but no earlier than 15 days in advance. Submissions outside this window will be rejected.
For technical assistance, a helpdesk is available on weekdays (excluding Sundays and public holidays) from 10:30 am to 5 pm.
