Bhubaneswar: The Sixth State Finance Commission submitted its final report to Odisha Governor Hari Babu Kambhampati at Lok Bhawan here on Wednesday.
Led by Chairman Arun Kumar Panda, members of the commission handed over the comprehensive document, which outlines recommendations for strengthening the financial framework of local bodies in the state. The Governor congratulated the commission for its timely submission and engaged in detailed discussions on the key suggestions aimed at promoting the state’s financial growth and empowering panchayati raj institutions (PRIs) and municipalities.
The commission was constituted on January 22, 2025, and tasked with reviewing the financial position of local bodies while recommending principles for the distribution of taxes, duties, tolls, and fees between the state government and the three-tier PRIs and urban local bodies. It was also mandated to propose measures to enhance their fiscal health.
Over the past year, the commission conducted extensive consultations, including meetings with key government departments, public representatives, officials, and experts. It invited memorandums from districts, departments, and the general public to ensure broad-based inputs.
The commission had earlier submitted its interim report to Chief Minister Mohan Charan Majhi on August 18, 2025, and also presented it to the Governor on the same day.
The report will be forwarded to the Centre for consideration by the Sixteenth Finance Commission.
