Bhubaneswar: Health facilities across the state are bracing for a ‘healthy competition.’ According to a State Health Department statement, the Odisha government will rank all hospitals in the state and felicitate top-performing facilities.
The move is aimed at assessing the performance of public health facilities in terms of their functioning and quality of care and creating a healthy competitive spirit among them, the statement added.
How it will be done?
All Medical Colleges and Hospitals, District Headquarter Hospitals, SDHs and CHCs functioning as First Referral Units will be graded every Financial Year based on defined parameters. Each category will be ranked on the basis of the score and the same will be published.
Chief Minister Naveen Patnaik will felicitate the top-performing facilities. A cash reward will also be given to Rogi Kalyan Samitis (RKS) of the winners, the statement added.
Who will get what?
The RKS of MCH securing Rank 1, 2 and 3 will get a cash reward of Rs 300 lakh, Rs 150 lakh and Rs 100 lakh, respectively. The cash reward for RKS of DHH of Ranks 1, 2 and 3 will get Rs 100 lakh, Rs 50 lakh and Rs 30 lakh respectively.
The RKS of all other categories of health facilities such as SDH and CHC, functioning as first referral units will get Rs 50 lakh, Rs 25 lakh and Rs 15 lakh respectively for the first three ranks.
The health department has specified certain indicators of the annual grading system for each category of the facility. Parameters like bed occupancy rate, meeting FRU target for cesarean section, types of diagnosis service provided are among the parameter fixed for grading of district headquarters hospitals. The indicators are more or less the same for the annual grading system of SDH and CHC and MCH, the statement added.
Several reform measures have been undertaken in the health sector to achieve universal health coverage as part of the 5T charter of the Odisha government. “The prime objective is to improve patient satisfaction through bringing teamwork, technology, transparency and transformation of the healthcare service delivery system in a time-bound manner,” the statement added.
