Odisha Jumps 3 Ranks In SKOCH State of Governance 2021; Tops In Women & Child Development
Bhubaneswar: Odisha went five notches up to occupy third place in the annual SKOCH State of Governance Report Card 2021 released on Tuesday.
It was ranked 8th in 2021.
While Andhra Pradesh and West Bengal clinched the first two spots, the performance by Assam, Odisha and Himachal Pradesh has been considered trailblazing with them having jumped more than 3 ranks, SKOCH found Sameer Kochhar posted on his Facebook.
This is a timeline-based study that looks at project level outcomes and whether the services are actually being received by the citizens. Each project undergoes 3-4 month-long multi-stage evaluation with in-built checks and balances against evaluation capture or influence, he added.
According to the report, Assam has jumped 14 ranks and Himachal 4. While Andhra has retained the number 1 spot, it was a rise of one rank for West Bengal. Telangana and Maharashtra at fourth and fifth spots also performed well and saw of jump of 2 and 3 ranks respectively and so also Haryana, which climbed two ranks.
“Uttar Pradesh, Madhya Pradesh and Gujarat need to internally evaluate and press the pedal once again,” Kochchar wrote. These states saw a fall in their rankings with Madhya Pradesh, seeing the biggest fall by 3 ranks.
Andhra, Bengal, Odisha, Gujarat and Maharashtra are the star performers, while Telangana, Uttar Pradesh, Madhya Pradesh, Assam and Himachal Pradesh have been tagged as performers and Bihar, Haryana, J&K, Chhattisgarh and Rajasthan as catching-up.
Among these states, Odisha has been ranked first in Women and Child Development and Water, second in Geology and Mining and Agriculture, third in Finance and Revenue, fourth in Ease of Doing Business, fifth in Municipal Governance,
However, it has not made it to the list of best performers in Health, Rural Development, Police and Safety, District Administration, eGovernanace and Transport.
The survey for 2022 has started, Kochhar added.
