Bhubaneswar: Odisha’s Higher Education Department has directed Ravenshaw University to submit a comprehensive compliance report within seven days on the rationalisation of residential quarters occupancy and recovery of electricity, water and other applicable charges.
The Kataka university had failed to respond to an earlier government directive, hence the reminder.
In a letter addressed to the Registrar of Ravenshaw University, Director of Higher Education Kaliprasanna Mahapatra referred to the department’s communication dated June 10, 2026, which instructed the university to undertake an immediate review of government residential quarters, prevent unauthorised occupation and ensure timely recovery of all government dues.
It’s a serious matter, and the compliance report has not yet been received, Mahapatra pointed out.
The exercise is crucial to ensure proper management of government residential accommodation, preventing unauthorised occupation and safeguarding government revenue through effective recovery of outstanding dues, he said.
The Higher Education department has been asked to furnish the pending report within seven days from the date of issuance of the letter. And if the university has already submitted the report, it has been directed to send a copy to the department for record.
The department has sought detailed information, including total number of residential quarters, category-wise details of occupants, the status of electricity metering, licence fee collection, recovery of electricity, water and other charges, details of arrears and steps taken for their recovery.
Information has also been sought on quarters occupied by daily wage, contractual and outsourced employees, besides measures taken to regularise occupancy, install separate electricity meters, prevent unauthorised occupation and establish a transparent billing and recovery mechanism.
Copies of the directive have also been sent to the Commissioner-cum-Secretary of the Higher Education Department and the Vice-Chancellor of Ravenshaw University for information and necessary action.
