Bhubaneswar: To provide a safe and transparent transport administration to the public, the State Transport Department introduced ‘e-challan’ system across Odisha on Thursday.
Commerce and Transport Minister Dr Nrusingha Charan Sahu launched the e-challan project at a function held at Gita Gobinda Sadan in Bhubaneswar.
The system will benefit the general public and also keep a tab on traffic offenders. The transport department will receive payment of taxes, fees and fines online. After introduction of this system, the taxes and fines can be paid through debit and credit card also. From now onwards, no more manual challans will be issued.
Through this system, an SMS is sent to the vehicle owner and driver on his registered mobile number, informing him about the offence. Mobile e-challan device will generate a vehicle check report (VCR) on the spot, doing away with the manual VCR form.
“The Commerce and Transport System today launched the e-challan system. In the manual system, manipulations could be possible. It was also possible to hide information leading to corruption. But now with this e-challan system, transparency can be maintained. It will also help in road safety. We can also check the speed of the vehicles through online system and can create awareness with this,” said Nrusingha Charan Sahu while launching the e-challan system.
On October 15, the Odisha Motor Vehicle Department signed an MoU (Memorandum of Understanding) with HDFC Bank for e-collection of motor vehicle-related revenue.
According to government sources, this is in tune with the commitment of Chief Minister Naveen Patnaik to enable delivery of citizen-centric services through technology, transparency and teamwork.
HDFC Bank will install 162 Point of Sale (POS) machines in the offices of the State Transport Authority and Regional Transport Offices throughout the state. A total of 195 mobile e-challan devices will be provided to the enforcement officers. The device has been integrated with SARATHI and VAHAN database to generate the Vehicle Checking Report (VCR) on the spot, sources further said.
