Bhubaneswar The Odisha Legislative Assembly has directed the Home Department to submit a detailed factual report within 15 days on a breach of privilege notice filed by Narla MLA Manorama Mohanty against Kesinga SDPO and his team.

Assembly Secretary Satyabrata Rout has written an urgent letter to the Additional Chief Secretary of the Home Department, conveying Speaker Surama Padhy’s directive following a review of the complaint.

In her notice, submitted under the relevant rules of the Assembly, Mohanty alleged that on the morning of March 29, while the House session was in progress, a police team led by the Kesinga SDPO forcibly entered her official government quarters at Unit-4, MLA Colony, in Bhubaneswar. The personnel allegedly damaged the main gate, doors, and windows to gain access. She claimed they misbehaved with her daughter and domestic help, with reports indicating male officers entered the maid’s room while she was changing clothes, causing significant distress despite her pleas.

Mohanty, who was not at home during the raid, learned of the details from her family upon returning.

The police team reportedly sought to arrest her husband, Durga Prasad Mohanty, the Chairperson of Narla Panchayat Samiti in Kalahandi district. He faces allegations linked to an FIR filed by Narla Tehsildar. The MLA contended that the operation violated due legal procedures, as the team neither coordinate with local police nor followed established protocols.

The legislator emphasised that MLA quarters are under the administrative control of the Odisha Legislative Assembly Secretariat. She described the incident as not only a violation of her personal rights but also an attack on the dignity and collective privileges of the House, especially during an ongoing session.

Mohanty argued that such actions appeared intended to intimidate her and hinder her ability to raise public issues, including law and order and crimes against women in her constituency. She urged referral of the matter to the Committee of Privileges for a thorough inquiry and appropriate action.

The Home Department will now examine all aspects of the case and submit a detailed report to the Assembly Secretariat. Following which, the Speaker will decide on further steps, including any possible reference to the Privileges Committee.
