Bhubaneswar: The Twin City Commissionerate Police on Tuesday issued guidelines for ‘zero night’ celebration in Bhubaneswar.
The advisory
- The sound output of loudspeakers and music systems must not exceed 65 dB, as per the Noise Pollution (Regulation & Control) Rules, 2000. A sound level meter must be installed to monitor compliance.
- Ensure the decibel level does not cause annoyance or injury to neighbors, passers-by, or others.
- Adequate entrances and exits must be provided in enclosed premises to prevent overcrowding, stampedes, or unnecessary congregation.
- Organisers must ensure no obscenity, vulgarity, or immoral content is displayed during the programme.
- Engage a sufficient number of trained volunteers to manage the crowd and maintain discipline.
- Arrange necessary sanitary facilities, including temporary toilets and water tankers, for attendees
- Ensure adequate fire safety measures, including fire extinguishers, sand buckets, and other necessary equipment. Obtain an NOC from the Fire Department.
- Do not use any type of flash, focus, sharpie, beacon, or laser lights during the program.
- Take all precautions to prevent short circuits or electrical accidents due to improper installations.
- Install CCTV cameras at entry/exit points and within the venue. Maintain recordings of the entire event.
- Designate separate parking areas for light vehicles and two-wheelers to avoid traffic congestion.
- Keep an ambulance with a medical team on standby for emergencies.
- Deploy security personnel from registered agencies to manage traffic and maintain order inside and outside the venue. Bouncers are not allowed; only registered private security can be used.
- Ensure no alcohol consumption or fireworks are permitted during the programme.
- Issue entry passes or tickets to visitors upon verifying their identity to ensure orderly participation.
- The organiser shall keep five drivers reserved for shifting of persons, who are unable to drive safely to their respective houses in case of emergency.
Police forces have been deployed at 29 check points to prevent anti-social activities from 6 pm to 2 am. Vehicle checking using breath analyser will be conducted at 18 different chhak in the city, it added.
