Bhubaneswar: Marking the second anniversary of the BJP-led government in Odisha, the opposition Biju Janata Dal (BJD) launched a scathing attack on the ruling party on Thursday, releasing a comprehensive list of what it calls the ‘Top 24 Failures of the Double Engine Government’.
The critique, issued via a press release by BJD spokesperson Lenin Mohanty and media co-ordinator Priyabrata Majhi, comes in direct response to a social media post by the Chief Minister Mohan Majhi celebrating the BJP dispensation’s achievements over the past 24 months.

In the statement, the BJD pointed out the political irony of the current assembly, noting that while the BJD secured a higher overall vote share in the 2024 General Elections, the BJP ultimately formed the state government. In described the past 24 months as marked by declining performance on multiple fronts.
Escalating Crime Rates and Safety Concerns
The BJD’s chargesheet targeted the state’s law and order situation, citing data from the National Crime Records Bureau (NCRB).

>> Odisha topping the national charts in sexual harassment in public places and violent crimes.
>> A 7.3% rise in cognizable crimes to 229,881 cases in 2025 from 214,113 in 2024.
Economic Slowdown and Investment Concerns
On the economic front, the BJD accused the BJP government of stalling Odisha’s growth momentum. The party highlighted a sharp drop in the state’s Gross State Domestic Product (GSDP) growth, which fell from 9.6% in 2023–24 to 7.2% in 2024–25, before seeing a minor recovery to 7.9% in 2025–26.
The opposition also flagged a severe decline in investor confidence, pointing out that Odisha attracted a meagre ₹39 crore in Foreign Direct Investment (FDI) during FY 2024–25, representing just 0.009% of the national total.
Furthermore, the BJD claimed that mega-industrial projects from major players, including JSW EV, ArcelorMittal Steel, S Ram N. Ram Semiconductor, Waaree Solar, and Welspun, have exited the state under the current regime.
“Odisha’s ranking in the National Startup Index has plummeted from 6th in 2022 to 20th in 2025, while its Export Index ranking slipped from 11th to 15th,” the BJD statement noted.
Sectoral Decline and Financial Mismanagement
The press release detailed a broad deceleration across key economic sectors, claiming that agricultural growth has halved from 7.6% to 3.8%, industrial growth slowed from 8.7% to 6.1%, and the service sector dipped from 11.5% to 10%.
The BJD raised serious fiscal alarms, accusing the government of over-reliance on debt. Total debt has swelled to ₹1.38 lakh crore, with 40% tied up in high-interest open market borrowings, it noted, adding that the state’s fiscal deficit doubled from 1.7% to 3.5%, while the primary deficit surged from 1.1% to 2.9%.
It further highlighted the over 18% dip in central grants and utilisation of only 57% of the 2025–26 budget so far. Additionally, a ₹453 crore cut in the health budget was also flagged along with the highest inflation rate in the country at 7.22%
Governance, Welfare, and Environment
The opposition further took aim at the administration’s governance record, citing 23 examination scams and failures over the two-year period. On the environmental front, the party expressed grave concern over ecological management, noting that 185 elephant deaths were recorded in just 18 months.
The BJD concluded its critique by accusing the BJP of arbitrary renaming of 28 welfare schemes and condemning the total discontinuation of the popular NUA-O Scholarship Scheme.
The ruling BJP has yet to issue an official rebuttal to the specific raised by the BJD.
