BRICS Countries Condemn Pahalgam Terror Attack

New Delhi: The BRICS countries have condemned the April 22, 2025 Pahalgam terrorist attack in Jammu and Kashmir, in which 26 people were killed and many others injured, in the strongest terms.

The countries also reaffirmed their commitment to combating terrorism in all its forms and manifestations.

The grouping, in the BRICS declaration, said it “strongly condemns” all acts of terrorism as criminal and unjustifiable, regardless of their motivation, whenever, wherever or by whomsoever they are committed.

The declaration reaffirmed the grouping’s commitment to tackling terrorism, including the cross-border movement of terrorists, terrorism financing and safe havens. BRICS also called for zero tolerance for terrorism and rejected double standards in efforts to counter terrorist threats, as reported by News 18.

Terrorism should not be associated with any religion, nationality, civilisation or ethnic group, the grouping said. All those involved in terrorist activities, as well as those supporting such activities, must be held accountable and brought to justice in accordance with relevant national and international law, the joint declaration said.

BRICS also emphasised the primary responsibility of states in combating terrorism, while stressing that global counter-terrorism efforts must comply with international law, including the UN Charter and relevant international conventions and protocols.

The joint declaration also welcomed the work of the BRICS Counter-Terrorism Working Group (CTWG) and its five subgroups under the BRICS Counter-Terrorism Strategy, Action Plan and CTWG Position Paper.

It looked forward to further deepening counter-terrorism cooperation and called for the expeditious finalisation and adoption of the Comprehensive Convention on International Terrorism within the UN framework, BRICS said.

It also called for concerted action against all UN-designated terrorists and terrorist entities.

The grouping’s commitment to strengthening multilateral cooperation in addressing humanitarian crises, the declaration further reaffirmed, expressing concern over dwindling international responses and acute funding shortages for humanitarian action.

BRICS called for the urgent mobilisation of adequate resources and stronger coordinated efforts at regional and international levels, while reaffirming the central role of the United Nations.

It also condemned violations of international humanitarian law, including deliberate attacks on civilians and civilian infrastructure, obstruction of humanitarian access and attacks targeting humanitarian personnel, and underlined the need for accountability for such violations.
