Bhubaneswar: Members of the Odisha Medical Services Association (OMSA) has threatened to launch a statewide strike from January, 2026 if the state government fails to fulfil their 18-point charter of demands.

Doctors across the state will boycott work and also refrain from attending OPDs as part of the agitation, according to OMSA state president Dr Kishore Chandra Mishra.

Noting that the doctors have been on a peaceful agitation since November 20, he said the government is yet to fulfil their demands despite assurance given to OMSA in the past.

OMSA’s primary demand is the immediate implementation of the Dynamic Assured Career Progression (DACP) scheme, which has already been adopted in at least 18 other states.
Doctors have also sought steps for the reconstitution of the medical cadres, which has reportedly been pending for the past seven years.

Their other demands include extension of DACP and incentives to dentists in the state, consideration of the contractual period of ad hoc doctors under DACP, transparent transfer policies for medical officers, health insurance coverage for all government doctors, and authorisation for the Director of Health Services to issue appraisal reports.

OMSA claimed inaction on the part of the state government despite assurances made by the Chief Minister and Health Minister.
