New Delhi: The Rohtak police in Haryana have registered an FIR against the wife of the late Haryana IPS officer Y. Puran Kumar, her brother, Punjab legislator Amit Rattan, and two others on charges of abetment of suicide and criminal conspiracy in connection with the death of Assistant Sub‑Inspector (ASI) Sandeep Lathar.
SI Sandeep Lathar was found dead with a gunshot wound at his village home on Tuesday evening. A note discovered at the scene purportedly leveled corruption allegations against the late IPS officer, Y. Puran Kumar — who, in turn, had died by suicide in his residence in Chandigarh on October 7.
A senior police officer (who spoke on condition of anonymity) stated, “An FIR has been registered … on charges of abetment to suicide and criminal conspiracy under relevant sections of BNS.” The officer further identified the accused as senior IAS officer Amneet P. Kumar (wife of the deceased IPS), her brother, legislator Amit Rattan, ex‑emptee ASI Sushil Kumar, and another police official, Sunil.
According to the police’s version, the FIR invokes Section 108 (abetment to suicide) and Section 61 (criminal conspiracy) of the BNS code.
Chief Minister Nayab Singh Saini met with the bereaved family members and pledged “appropriate action.” An official close to the chief minister’s office confirmed that the FIR registration was disclosed during that meeting. During the meeting, authorities also urged the family to grant consent for the post‑mortem procedure.
Sandeep Lathar’s cousin, Sanjay Deswal, said the body was sent to PGIMS, Rohtak, for post‑mortem, and the last rites were scheduled for Thursday at his native village Julana in Jind. “The government has accepted their demands, including registration of an FIR, government job to Sandeep’s wife as per her qualification, and last rites with full state honour,” Deswal told Hindustan Times.
Meanwhile, Amneet P. Kumar gave consent for her husband’s post‑mortem after “an assurance from Chandigarh Police that a fair probe would be conducted and a commitment from the Haryana government that action would be taken against the ‘erring officers.’
On the day the FIR was filed, Puran Kumar’s cremation took place in Chandigarh, with police contingents presenting a guard of honour.
The post‑mortem of Y. Puran Kumar was performed by a medical board of four experts (a convener, two forensic medicine doctors, and a histopathology specialist) between 11:45 am and 1:22 pm.
At present, the Rohtak police have recorded statements, locked in the FIR, and initiated the investigation. The probe will have to address the twin puzzle of two apparent suicides, each accompanied by allegations pointing to the other, and the role played by the accused persons in influencing or abetting those acts.
