Bhubaneswar: The Orissa High Court has ordered the registrar of Berhampur University to review and decide on issuing a no-objection certificate (NOC) and a “no charges pending” clearance certificate to Dr Sadananda Naik, an associate professor in the university’s Department of History.
The order was passed by a single judge bench of Justice Aditya Kumar Mohapatra on Wednesday while disposing of a writ petition filed by Naik, who has applied for the post of vice-chancellor (VC) of Odia University at Satyabadi in Puri.
Naik moved the high court after the university authorities allegedly failed to issue the mandatory certificates required for appearing before the search-cum-selection committee, scheduled for February 16 in Bhubaneswar. The interview follows an advertisement, inviting applications for the V-C post and mandating that applicants submit an NOC and a clearance certificate from their last employer confirming that no disciplinary or other charges are pending against them.
The petitioner also brought to the court’s attention a previous instance when he could not participate in the selection process for the post of vice-chancellor at Maa Manikeswari University in Bhawanipatna due to non-issuance of similar certificates.
Justice Mohapatra directed the university registrar to examine Naik’s request without delay and issue the NOC and clearance certificate in accordance with the university’s extant rules within three working days if there are no legal impediments.
