New Delhi: The Congress’s November 1 rally at Delhi’s Ramlila Maidan is shaping up to be a crucial political test for the party, Rahul Gandhi and the broader INDIA bloc. Billed as a major show of opposition unity, the rally is part of the Opposition’s campaign seeking the removal of Chief Election Commissioner Gyanesh Kumar, with organisers claiming that more than one million people could attend.
Though the run-up to the rally had been marked by friction with the authorities and growing opposition from local traders, Delhi Police has reportedly given the permission for holding the rally. According to reports, police issued a no-objection certificate (NOC) from the law and order perspective subject to prior permission from the land-owning authority and compliance with several conditions, including the rally’s conclusion by 5 pm and a ban on overnight stays at the venue.

Meanwhile, the authorities have outlined a series of security and logistical requirements for the November 1 rally. The organisers have been directed to ensure adequate surveillance, crowd management and essential facilities to handle the anticipated turnout.
Police norms and requirements for the rally
The organisers have been asked to comply with the following requirements:
High-definition CCTV cameras: Install HD cameras at strategic locations, including entry and exit gates, the stage, surrounding areas and seating enclosures.
Recording facilities: Ensure that the CCTV system has recording capabilities to monitor activities during the rally.
Monitoring screens: Set up a monitoring system with at least five screens for surveillance of the venue.
Dedicated control room: Establish a separate CCTV control room to oversee security arrangements and monitor crowd movement.
Adequate drinking water: Arrange sufficient water tankers to meet the needs of attendees.
Toilet facilities: Provide an adequate number of toilet blocks, with separate facilities to cater to different groups of attendees.
The requirements are intended to support security monitoring and ensure that essential facilities are available during the gathering. Further details of the police directives and any additional conditions would need to be confirmed from the complete order.
A crucial test for the Opposition
For the Congress, the rally represents an opportunity to demonstrate its organisational strength and bring opposition parties together around its campaign concerning the Election Commission. The claimed turnout of more than one million people would make mobilisation a central measure of the event’s political impact.
At the same time, the administrative hurdles, security requirements and concerns raised by local traders present significant challenges for the organisers. The rally’s execution and attendance could influence how effectively the Congress and the INDIA bloc are able to project unity and sustain their campaign in the days ahead.
