Lockdown 3.0: Bhubaneswar Denizens Are Still Not Allowed To Take Up These Activities

Bhubaneswar: The Bhubaneswar Municipal Corporation (BMC) on Monday issued further instructions/restrictions for effective implementation of lockdown 3.0 to contain the spread of COVID-19 in this Red Zone.

Allowed Activities:

  • Export-oriented units, industrial estates, manufacturing units of essential goods, including drugs, pharmaceuticals, medical devices, their raw materials and intermediates, production units which require continuous process and their supply chain, manufacturing of IT hardware, jute industries. manufacturing units of packaging materials are permitted.
  • Movements of individuals and vehicles for permitted activities only. Four wheeler vehicles will have maximum two passengers besides the driver. For two-wheelers pillion rider is not allowed.
  • Transport aggregators like OLA, UBER permitted by Commerce and Transport Department for transportation of medical personnel/patients to and from Hospitals.
  • Private offices can operate with up to 33% staff strength as per requirement, with the remaining persons working from home.

Prohibited Activities:

  •  All domestic and international air travel of passengers from BPAI except for medical services, air ambulance and for security purposes or for purposes as permitted by Govt of India/Govt of Odisha.
  • All passenger movements by trains from any railway stations within BMC jurisdiction except for security purposes or for purposes as permitted by Govt of India/Govt of Odisha.
  • Inter-state buses for public transport from any places within BMC jurisdiction except for purposes as permitted by Govt of India/Govt of Odisha
  • Intra-district and inter-district movement of Buses from or to any places within BMC jurisdiction.
  • Rickshaws/auto-rickshaws/taxis/cab aggregators (other than as mentioned in allowed category).
  • All schools, colleges, educational training/coaching institutions etc. However online/distance learning is permitted.
  • All social/political/sports/entertainment/academic/cultural/religious functions/other
  • gatherings .All religious places/places of worships shall be closed for public. Religious
    congregations are strictly prohibited.
  • Hotels/motels/lodges/guest houses and other hospitality services other than those used for housing health/police/Govt officials/healthcare workers, stranded persons including tourists and those used for quarantine facilities.
  • All cinema halls/gymnasiums/game parlours/sports complexes/swimming pools/entertainment parks/theatres/bars/auditoriums/assembly halls and similar places.
  • All shopping malls/market complexes(building having more than 5 shops/commercial Establishments in a single building)/markets shall not be opened.
    All Multi-brand malls.
    All Single brand malls.
    All barber shops/salons/spa/beauty parlours/massage centres.
    All shops (including thelas) of pan & betel/tea and coffee stalls and booths/fast food and tiffin stalls/booths/fruit juice centres.

Conditions and timing of operation:

  • At any point of time not more than 5 customers will be allowed inside any shop.
  • All the guidelines issued by Govt of India/Govt of Odisha/BMC relating to social distancing shall be applicable and it will be the responsibility of the shop owners to ensure it.
  • Wearing of mask by each Employee of the Shops/commercial establishments etc. is mandatory.
  • Employees having FLU like symptoms shall not be allowed to work in any shop/commercial establishment.
  • Provision of Hand washing/Sanitizers for the employees should be ensured by the shop owners.
  • All the vegetable/Grocery markets will continue to function as decentralized places as per previous Order of BMC.
    All the retail Shops other than medicine shops shall be allowed to operate from 07.00 AM to 06.30 PM only.
  • The movement of individuals. for all non-essential activities shall remain strictly prohibited between 7.00 PM to 07.00 AM.
  • Persons above 65 years of age, persons with co-morbidities. pregnant women and children below 10 years shall stay at home except for meeting essential requirements and for health purposes.
  •  There shall be no bar on movement of essential service providers like Health. drinking water, sanitation, Electricity Supply, officials on emergency/COVlD-19 duty and private officials who have their operational working hours beyond the restricted hours like Call Centres/lT Services etc.

Penal Provisions:
Any person violating these lockdown measures and the directives issued for COVID-19 management by all authorities will be liable for prosecution as per the provisions of\ Section 51 to 60 of the Disaster Management Act, 2005, besides legal action under Section 188 of the IPC, the Epidemic Diseases Act 1897 and other legal provisions as applicable.
