Bhubaneswar: The Department for Promotion of Industry and Internal Trade (DPIIT) released the second edition of States’ Startup Ranking – 2019 on Friday.
Adding a feather to its entrepreneurial cap, Odisha bagged a position among other states in the Leaders category for its clear vision for the startup initiatives and measurable goals for the startup community.
The state has been recognised as:
- An institutional leader and,
- A regulatory change champion

The exemplary initiatives of the state include:
- A State Startup Policy and a Biotechnology Policy
- Odisha Youth Innovation Fund to support grassroots innovations
- A robust system to promote the development of incubators
Principal secretary of MSME Department, Hemanta Sharma, Joint Secretary Manasi Mandhata, and Evangelist of Startup Odisha, Prasanta Biswal have been recognised as the champions of the state.
While Karnataka and Kerala have been recognised as the Top Performers, Andaman and Nicobar Islands, and Gujarat adjudged as Best Performers in their respective subcategories.
Also, Union Minister Piyush Goyal congratulated all states and union territories for their exemplary efforts to assist their startup ecosystems, which was evident in the positive outcomes of the second edition of States’ Startup Ranking Exercise.
In this edition of the ranking, states and union territories were awarded under five distinct categories- Emerging Startup Ecosystem, Aspiring Leaders, Leaders, Top Performers, Best Performers.
