Bhubaneswar: The Odisha government on Tuesday approved 19 industrial proposals with a total investment of Rs 3,280.58 crore and having the potential to generate 10,661 employment opportunities.
Officials said the approvals mark another step towards strengthening Odisha’s diversified industrial ecosystem, promoting value-added manufacturing and creating employment opportunities across sectors and regions. The approvals were accorded at the 150th State Level Single Window Clearance Authority (SLSWCA) meeting, chaired by Chief Secretary Anu Garg.
The approved projects represent a diverse portfolio spanning Textiles & Apparel & Technical Textiles, Food Processing, Steel Downstream, Global Capability Centres, Biofuel, Chemicals & Chemical Products, Circular Economy, Plastics and Tourism. The investments reflect the State’s continued focus on attracting quality investments across both traditional industries and emerging sectors, while supporting balanced regional development.
The projects will be implemented across multiple districts of Odisha, including Anugola, Debagada, Ganjam, Jagatsinghpur, Jharsuguda, Kataka, Khordha, Koraput, Puri, Sundargada with one biofuel project proposed across eight districts— Baleshwar, Balangir, Baragada, Ganjam, Kalahandi, Kendujhar, Mayurbhanj and Subarnapur.
Key Approved Projects
In the Textiles, Apparel and Technical Textiles sector, Dollar Industries will establish an integrated hosiery manufacturing unit in Khordha, covering finished hosiery, knitting fabrics, bleaching and dyeing, with an investment of Rs 125 crore, generating 1,185 employment opportunities. Sai Workwear Private Limited will establish an integrated technical textiles manufacturing unit in Puri, including apparel, fire-retardant workwear and protective technical textiles, with an investment of Rs 59 crore, creating 3,650 jobs. Together, these projects are expected to significantly strengthen Odisha’s textile and technical textile ecosystem.
In the Food Processing sector, Geofast Industries (India) Limited will establish an integrated manufacturing facility for snacks, savouries and namkeen in Khordha with an investment of Rs 120 crore, generating 350 jobs. Jai Bhawani Foods Private Limited will establish an integrated food and confectionery co-packaging unit in Cuttack with an investment of Rs 100 crore, creating 550 employment opportunities.
The Steel Downstream sector will receive three investments. SPS Arihant Steel Structures Private Limited will establish facilities for manufacturing 30,000 TPA steel I-girders and box beams, 5,000 TPA fasteners and 1,50,000 TMT rebar couplers in Debagada, with an investment of Rs 140 crore, generating 595 jobs. Steeledge Fabrication will establish a fabrication and machining unit with a capacity of 60,000 MT in Sundargarh, investing Rs 108.82 crore and creating 375 jobs.
Bhubaneswar Udyog Private Limited will establish facilities for colour-coated sheets, corrugated GI sheets, plain GI sheets and GI structural components in Cuttack with an investment of Rs 101.99 crore, generating 130 jobs.
In the Global Capability Centre sector, Tata Power will establish a Global Capability Centre in Khordha with an investment of Rs 54.31 crore, creating 110 employment opportunities, further strengthening Odisha’s growing knowledge and technology-driven services ecosystem.
The Biofuel sector has received significant investment interest. Indian Oil Corporation Limited will establish 39,600 TPA Compressed Bio Gas manufacturing facilities across eight districts Baleshwar, Balangir, Baragada, Ganjam, Kalahandi, Kendujhar, Mayurbhanj and Subarnapur with an investment of Rs 960 crore, generating 760 jobs. Kineta Global Limited will establish an 8,250 TPA Compressed Bio Gas manufacturing facility in Ganjam, with an investment of Rs 170 crore, creating 170 employment opportunities.
In the Chemicals and Chemical Products sector, Aquaproof Wallcare India Private Limited will establish a 3,05,000 MT construction chemicals manufacturing facility in Cuttack, with an investment of Rs 62.64 crore, generating 135 jobs. Asipiya Chemicals and Solvent Private Limited will establish a 500 MT petroleum and petrochemical solvent distillation unit in Jagatsinghpur, with an investment of Rs 60 crore, creating 75 employment opportunities.
In the Circular Economy sector, Ramuka Global LLP will establish an iron and steel slag processing facility in Anugola for production of 990 TPA iron and steel slag aggregate, slag cement, ready-to-use pothole mix and soil stabiliser, with an investment of Rs 50.15 crore, generating 411 jobs.
In the Plastics sector, Shri Dakshineshwari Maa Polyfabs Limited will establish a facility for manufacturing 40,000 MT of PP woven and non-woven fabric and bags, in Khordha. The project involves an investment of Rs 401.63 crore and is expected to generate 490 employment opportunities.
The Tourism sector has received five major project approvals across Ganjam, Jharsuguda, Koraput and Puri. BBB Hotel Private Limited will establish a 5-star hotel in Ganjam with an investment of Rs 208.04 crore, generating 300 jobs. Hotel Sea Pearl Orissa Private Limited will establish a 5-star beach resort in Puri under a brand partnership with the ACCOR group of hotels and resorts, with an investment of Rs 180 crore, creating 630 jobs.
Further, Highland Hotels & Resorts Private will establish a 4-star resort in Jharsuguda with an investment of Rs 150 crore, generating 250 jobs. Puri Eco-Tourism and Resorts Private Limited will establish a 4-star resort in Puri with an investment of Rs 124 crore, creating 305 jobs. Odyssey Leisure Private Limited will establish a 4-star resort in Koraput with an investment of Rs 105 crore, generating 190 employment opportunities.
“The approvals at the 150th Single Window Clearance meeting reflect the growing diversity of Odisha’s investment landscape. Our focus is not only on attracting investments, but also on creating productive employment and strengthening industrial ecosystems across regions. We are encouraging investments that add value to local resources, build supply chains and create sustainable economic opportunities. Through continued facilitation and coordinated clearances, the State remains committed to helping investors move efficiently from proposal to implementation,” Chief Secretary Anu Garg said.
The approvals also demonstrate the State’s emphasis on value addition, employment generation and regionally balanced industrial development. The government continues to strengthen investor facilitation through its single-window mechanism, enabling coordinated approvals and supporting investors through the project implementation process.
These investments are aligned with the broader vision of Samruddha Odisha 2036, with a focus on creating productive employment, strengthening industrial ecosystems, promoting value-added manufacturing and enabling sustainable economic growth across the State.
