Bhubaneswar: The Sixth State Finance Commission on Wednesday submitted its final report to Chief Minister Mohan Charan Majhi at Lok Seva Bhawan here.
Led by Chairman Arun Kumar Panda, members of the commission handed over the comprehensive document, outlining recommendations for strengthening the financial framework of local bodies in the state with emphasis on principles of equity, while addressing regional disparities and catering to the distinct needs of rural and urban areas. “The recommendations include both financial and non-financial measures aimed at the holistic development of local self-governance institutions such as Panchayati Raj Institutions and Urban Local Bodies,” a CMO release said.
The commission had submitted the report to Governor Hari Babu Kambhampati on January 21.
On the occasion, CM Majhi launched the ‘Samikshya’ portal (accessible at https://samikshya.odisha.gov.in). This online platform provides real-time information on the progress of projects funded under the Central and State Finance Commission grants. These include roads, drinking water supply, sanitation, street lighting, parks, and other common amenities.
The portal, which aims for greater transparency and accountability in the utilisation of public funds, will allow citizens, elected representatives, or any individual to monitor implementation and progress of these projects.
Presiding over the meeting, Chief Minister Majhi directed officials to focus on improving the state’s economic indicators, transforming the structure at the panchayat level, enhancing the quality of life for the people, and upgrading conditions in every village and urban area. He stressed the need to build a strong foundation for a prosperous Odisha.
Deputy Chief Minister KV Singh Deo, Chief Secretary Anu Garg, Development Commissioner-cum-Additional Chief Secretary DK Singh, Principal Secretary to Chief Minister Shashwat Mishra, Principal Secretary Finance Sanjeev Mishra, Secretary Electronics and Information Technology Vishal Deb, Secretary Panchayati Raj and Drinking Water Girish SN were present.
Sixth State Finance Commission
The commission was constituted on January 22, 2025, and tasked with reviewing the financial position of local bodies while recommending principles for the distribution of taxes, duties, tolls, and fees between the state government and the three-tier PRIs and urban local bodies. It was also mandated to propose measures to enhance their fiscal health.
Over the past year, the commission conducted extensive consultations, including meetings with key government departments, public representatives, officials, and experts. It invited memorandums from districts, departments, and the general public to ensure broad-based inputs.
The commission had earlier submitted its interim report to the Governor and the CM on August 18, 2025.
