“As per the Odisha Government Servants Conduct (Amendment) Rules, 2021, all government servants from Group A to Group D are required to declare their complete and accurate assets, including movable and immovable properties, along with their values as of January 1 each year. The declarations must be submitted online via the HRMS Portal by January 31 of the following year,” the circular read.

Stating that the up-to-date property statement was mandatory for promotion of any employee, the department said all employees needed to submit their property details through the HRMS Portal by January 31, 2025.

Submission of the property statements in hard copy would not be accepted under any circumstances, it said and asked the departmental heads to sensitise the employees under their jurisdiction in this regard.
