Bhubaneswar: In a bid to curb unauthorised constructions, the Odisha government has issued strict directives to all development authorities and local bodies across the state to take preventive steps against illegal structures.

The Housing and Urban Development Department has issued an order in this regard following a Supreme Court ruling in December 2024, that called for decisive action against buildings constructed without approved plans or planning permission.

The government has asked all development authorities and local bodies to ensure complete compliance with the Odisha Development Authorities Act, 1982, and the Odisha Town Planning and Improvement Trust Act, 1956.

As per the notification, builders have to submit an undertaking that possession of any property will only be handed over after obtaining a valid completion or occupation certificate. Approved building plans must be displayed prominently at construction sites, and service connections, including electricity, water, and sewerage will be granted only after submission of these certificates.

Banks and financial institutions have also been asked to approve loans only after verifying valid completion certificates. Business and trade licenses will be denied to unauthorized structures, whether residential or commercial.

Authorities have been directed to conduct regular inspections, maintain official records, and take immediate legal action against violations. Officials found issuing wrongful certificates may face penalties. Pending appeals related to unauthorised constructions must be resolved within 90 days.
