Bhubaneswar: The Odisha government on Tuesday directed the Regional Transport Officers (RTOs) to launch a special drive and initiate appropriate action against illegal plying of commercial vehicles of other states without valid permits and payment of taxes.
“It is noticed that stage contract carriage and goods carriage of other states are plying inside Odisha without having a valid permit and without payment of tax. Such clandestine operation of stage contact carriage and goods carriage needs to be curbed by resorting to stringent enforcement measures,” said a letter by the Transport Commissioner.
The commercial vehicles coming to Odisha can pay the tax and obtain permits through online mode from https://parivahan.gov.in and selecting check post-tax under online services.
The RTOs have been asked to issue e-VCR (vehicle check report) against the offending owner of the vehicle under Section 192-A of MV Act, 1988, and submit the prosecution report before the jurisdictional magistrate for adjudication.
The offending vehicle should be seized under Section 207 of the MV Act 1988 by collaborating with other RTOs, where the offending vehicle (stage carriage contract carriage and goods carriage} is found plying without payment of tax, it may be seized under Section 17 (2) of OMVT Act, 1975 by issuing Form-I. The seized vehicle will not be released without recovery of arrear tax and penalty due.
Apart from the special enforcement drive from September 2 to 7, the Transport Commissioner has also asked the RTOs to carry out the enforcement even after the special drive against these kinds of violations.
