Bhubaneswar: The state government has notified Odisha Development Authorities (ODA) (Planning and Building Standards) Second Amendment Rules, 2025, allowing part sale of plots up to a size of 500 square metres without approval provided they aren’t used for real estate projects.

The changes to Odisha’s building and development rules would affect how buildings can be planned, approved, and constructed. Plot registration as well as regularisation has been included in the notification.

Sub-Division (splitting plots)

The revised regulations introduce seven key changes to simplify plot sub-division in Odisha. Family sub-divisions are now exempt from standard layout rules when divided among family members under relevant laws. These along with some government-approved plots are exempt from open space rules. If the layout is already approved, no extra space needs to be left when plots are further split.

A one-time exemption allows plots under 500 square metres to be sub-divided without authority approval, provided they aren’t used for real estate projects.

Agricultural plots are exempt from sub-division layout rules if they retain their agricultural status.

Regularising Unauthorised Sub-Plots

If someone splits a land without approval, it can be legalised by following conditions:

>> The plot must have proper road access.

>> Fees will apply, unless it’s done by Idco in special areas

Open Space Reservation 

Developers must leave some space open, depending on how big the plot is. These open areas may be used for roads, public utilities, or parks.

In case of town planning schemes, open space reservation requirements are waived for further sub-division of final plots.

How are fees calculated?

Benchmark value calculations have been simplified. Fees for building permissions will be based on land values taken from Inspector General of Revenue Odisha’s website, using self-attested documents.

This move is expected to streamline the fee calculation process significantly
Rules for Industrial Buildings
For industrial development, a minimum 6-metre road width is required outside city limits, and the Idco can exempt pre-2020 industrial plots from certain rules.

Ground coverage limits for industrial buildings are removed, with adjusted parking rules for buildings up to 300 square metre in Idco plots.

Small commercial buildings (up to 4,000 square metres) don’t need to leave space on the sides.

Floor Area Ratio (FAR)

FAR (how much you can build based on your plot size) depends on road width for most buildings. However, the restrictions won’t apply to low-risk buildings (like small houses).

Parking and Loading Spaces

Industrial buildings must provide loading zones, but no parking is needed for small plots up to 300 square metre.

Affordable Housing Requirements

Large land plots must keep 10–20% of the land for smaller, affordable plots – 10% if land is 0.4–1 hectare. 20% if over 1 hectare.

The regulations are expected to significantly impact urban development by clearing plot registration backlogs and streamlining construction approvals.
