Odisha Registers About 49% Revenue Collection Growth In 2020-21 Fiscal

Bhubaneswar: The state government’s revenue generation from total non-tax sources during 2020-21 financial year has registered a growth of 48.63% over 2019-20 fiscal despite COVID-19 pandemic and resultant economic slowdown.

Revealing this at the all secretaries meeting held on digital mode under the chairmanship of chief secretary Suresh Chandra Mahapatra, here, principal secretary , Finance department Ashok Meena said Rs 21,770.64 crore was collected during 2020-21 against Rs 14,647 crore during 2019-20.

Similarly, the revenue generation from own-tax sources grew by 7.11% during 2020-21 fiscal when the total collection was Rs 34,614 crore against Rs 32,315 crore in the previous fiscal.

The total expenditure of different departments during 2020-21 crossed Rs 1,26,500 crore with programme expenditure of around Rs 59,700 crore, the principal secretary revealed.

Reviewing fiscal performances of the departments, the chief secretary directed to speed up capital expenditure under different programmes during the current working period for keeping up the higher growth rate. He also told principal secretaries and secretaries of different departments to closely monitor the livelihood enhancement projects and schemes during the current fiscal.

The review of projects implemented under district mineral fund (DMF) and Odisha Mineral Bearing Areas Development Corporation (OMBADC), revealed that around Rs 12376 crore was collected under DMF till March 2021 while an estimated Rs 13,749 crore was sanctioned for 19,496 projects in different districts. Out of the sanctioned projects, 12,848 projects were completed by end of March, 2021.

Similarly, under OMBADC Phase-II, around Rs 19,000 crore was collected by March, 2021 and Rs 14,043 crore sanctioned for 38 projects. The projects were in different phases of implementation.

It was revealed at the meeting that the state has enhanced its fiscal performance capacity over last years due to effective application of 5-T principles in financial management. The ‘ease of tax payment’ through online modes and ‘e-receipts’ have also been helpful in ensuring transparency in revenue matters.
