Bhubaneswar: To enhance discretionary powers of the elected representatives, the Odisha Government has allowed each MLA and MP from the state to propose the transfer of up to 15 teachers within their constituencies.
According to a directive to the Directors of Elementary and Secondary Education, these recommendations can cover both elementary and secondary teachers and must be submitted to the District Collector, who will pass them to the District Level Transfer Committee (DLTC) for review during the transfer period.
This one-time measure, applicable only for the current academic year, requires all proposals to be submitted and finalised between May 15 and June 15. The conditions for eligible transfers include:
- Transfers must not violate the principle of rationalisation.
- Priority should be given to teachers with urgent needs.
- No teacher should be transferred from a rural area to an urban area.
- This discretion is limited to intra-district transfers only.
For Parliamentary constituencies spanning multiple districts, proposals must be submitted to the Nodal Collector (also the Returning Officer), who will coordinate with other Collectors within the constituency for disposal by their respective DLTCs. Rajya Sabha MPs should submit recommendations to the Director of Secondary Education, who will inform the Director of Elementary Education and forward the list to the relevant Collectors for DLTC processing, it added.
