Rural Piped Water Supply Projects In Puri & Ganjam In Two Years

Bhubaneswar: The Odisha government will set up Rural Piped Water Supply Projects in Puri and Ganjam districts under the state-sponsored Basudha scheme.

Implementation of these two projects was cleared by the State Cabinet at a meeting presided over by Chief Minister Naveen Patnaik at the State Secretariat here on Saturday.

Under this project, over 2.9 lakh people of 305 villages of five blocks of these two districts will have access to the safe, assured and sustainable supply of drinking water.

The project to be taken up by M/s GVPR Engineers Ltd, Hyderabad, at an estimated cost of Rs 387.59 crore would be completed within two years.

Besides, the Cabinet approved a proposal to bring all Rashtriya Swasthya Bima Yojana (RSBY) and Biju Krushak Kalyan Yojana (BKKY) families under the Biju Swasthya Kalyan Yojana (BSKY) to a uniform platform of Rs 1 lakh insurance coverage with a top-up of uniform Rs 4 lakh RSBY/BKKY families by the Odisha State Treatment Fund (OSTF).

The state government will undertake enrolment of the left-out 12,09,167  RSBY families under BKKY Stream-II so that the entire 44,08,070 families which have already enrolled under RSBY can be fully covered under the BKKY.

For effective roll out of BSKY, it has been decided that the plan period of BKKY scheme is to be continued further up to July 31, 2019, for smooth implementation of the scheme.

The state cabinet approved the proposal on the amendment of the Odisha Ministerial Service Rules, 1964 pertaining to the method of recruitment and conditions of service of Assistants and Section Officers in the office of the Heads of Department.

As per the new provision in the amendment, the entry level qualification for the post of Junior

Assistant in the Heads of Department offices the candidate would be +3  Arts/Science/Commerce of such other qualification equivalent to +3  examination with knowledge of computer skill.

Another proposal for amendment of the Odisha Social Welfare Service, Group B (Junior Branch) Rules, 2007 got the cabinet nod.

Under the new amendment, the Odisha Social Welfare Service Group B (Junior Branch), Method of Recruitment and Condition of Service Rules, 2007 provides for filling of the post of Additional District Social Welfare officer (ADSWO) and Social Security Extension Officer (SSWO) by way of promotion from among the Social Extension Officers (SEOs), Lady Social Education Organizers (LSEOs) and Social Auditors (SAs).

The State Cabinet also approved a proposal on restructuring, strengthening and pay revision of the Odisha Labour Service Cadre under the Labour & ESI department.

As decided, the base level post of the cadre after restructuring will be the Assistant Labour Officer who will be posted at the Block/Urban Local Body (ULB) level to extend the benefits of the Labour Directorate at the grassroots level. Each Labour District particularly 25 industrial districts will have two

District Labour Officers of which one will be entrusted with the enforcement of labour laws and maintenance of industrial relations whereas another will look after the welfare activities.

The posts of Assistant Labour Commissioner and Deputy Labour Commissioner have been merged and renamed as Divisional Labour Commissioner who will be posted in each revenue district for administrative convenience.

The post of Joint Labour Commissioner-I and II have been merged as Joint Labour Commissioner. Apart from the existing twp posts of Joint Labour Commissioner, 8 new posts of Joint Labour Commissioner and two new posts of Additional Labour Commissioner have been created to strengthen the Directorate.

In pursuance of the item 18 of the Second Schedule of the Odisha Government Rules of Business, the Cabinet approved to lay the annual report on the working of the Odisha Public Service Commission (OPSC) for the year 2013-14, 2014-15 and 2015-16 together with a memorandum before the State Assembly according to the provision under Article 323(2) of the Constitution of India.
