New Delhi: Delhi Police’s Vigilance Unit has filed an FIR against Shankar Choudhary, a 2011-batch AGMUT cadre IPS officer, over alleged unauthorised raids, unlawful detention, and extortion during a 2023 narcotics probe in the capital.
According to the FIR, Choudhary, then posted as Superintendent of Police (Narcotics) in Mizoram, conducted several unauthorised raids in Delhi between November 26 and 29, 2023. He allegedly detained a foreign national named Harrison and attempted to extort Rs 55 lakh. The raids, conducted in the Dabri-Bindapur area without state approval or Delhi Police notification, involved seizure of a locker and two bags from Harrison’s residence without proper documentation such as a seizure memo, inventory list, or panchnama. Harrison was later confined at Mizoram Bhawan in Vasant Vihar before being released on November 29.
The FIR cites DD entries, CCTV footage, phone calls, and official testimonies to substantiate the charges. While two other detainees, Khawallianngaia and David Malsawmdawnga, were later arrested and produced in court, Choudhary’s actions prompted the Union Home Ministry to initiate an inquiry.
He has been booked under Sections 166 (public servant disobeying law), 341 (wrongful restraint), 342 (wrongful confinement), and 409 (criminal breach of trust by public servant) of the IPC. The FIR also notes that while three Delhi Police officers accompanied him on the raids, it warrants departmental action but does not establish criminal intent.
