New Delhi: The Union Public Service Commission (UPSC) has introduced clearer and stricter eligibility conditions for candidates already inducted into the civil services in its notification for the Civil Services Examination (CSE) 2026.

The revised rules, issued along with the CSE Prelims 2026 notification, spell out when serving officers of the Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Foreign Service (IFS) can or cannot appear for subsequent civil services examinations.

The detailed recruitment notice for CSE 2026 was released on Wednesday, with applications open till February 24 on the official UPSC website, upsc.gov.in. The nationwide examination will be held to recruit candidates into the IAS, IPS, IFS, Indian Revenue Service (IRS), and other Group A and Group B services.

According to the notification, 933 vacancies will be filled through CSE 2026, down from 979 posts notified last year and 1,105 vacancies the year before.

While similar restrictions also existed earlier, the 2026 notification provides a more elaborate framework, particularly for candidates already selected into premier services. As per the new rules, a candidate appointed to the IAS or IFS on the basis of an earlier examination and continuing as a member of that service will not be eligible to appear in CSE 2026.

The commission has also clarified that if a candidate is appointed to the IAS or IFS after clearing the CSE 2026 preliminary examination but before the main examination, they will not be permitted to appear in the mains. Moreover, if such an appointment occurs after the commencement of the mains examination but before the declaration of final results, the candidate will not be considered for appointment to any service based on the CSE 2026 outcome.

As for the Indian Police Service, the notification states that a candidate who has already been selected or appointed to the IPS on the basis of an earlier examination will not be eligible to opt for or be allocated the IPS again through the CSE 2026 results. This IPS-specific restriction is seen as a clearer departure from the wording used in previous notifications.

The UPSC has also laid down conditions for candidates allocated to the IPS or any Central Service Group A through CSE 2026 who intend to reappear in CSE 2027. Such candidates will be allowed to take the next examination only if they obtain a one-time exemption from joining the foundation course from the competent authority. The exemption applies solely to the foundation course, the notification clarifies.

If a candidate neither joins the training nor secures the exemption, their service allocation under CSE 2026 will stand cancelled. The commission said the revised framework aims to bring greater clarity and uniformity to eligibility rules for serving candidates across services.
