When Cities Shape The Mind: Why Bhubaneswar Must Plan for Mental Health

Bhubaneswar: The mental health of urban populations is shaped not merely by biology or circumstance, but by the rhythms, structures and spatial logic of the cities people inhabit. The world is becoming increasingly urban, and city life brings traffic, noise, pollution and daily hassles.

Yet cities can also support mental well-being through access to nature, opportunities for community life, thoughtful design and equitable access to public space. How, then, does the physical environment affect mental health? Which aspects of city planning matter most? Are some cities doing especially well? And how can all residents gain access to spaces that promote well-being?

A Cycle Of Stress

People living near Bhubaneswar’s main roads, drainage channels, canals and the river running through the capital face these pressures daily. Traffic noise disrupts sleep, while polluted waterways and poor air quality affect physical health.

Low incomes and insecure jobs add to the stress, often causing insomnia. Poor sleep and declining mental health reduce work productivity, triggering burnout and exhaustion. Many people gradually withdraw from friends and peers, feeling cornered by the pressures of work, health and daily survival.

This is not the experience of one neighbourhood alone. Thousands of people in busy cities face similar challenges. Two trends underlie it: rapid urbanisation worldwide, and growing evidence that people in disadvantaged urban neighbourhoods are more likely to experience depression, anxiety and addiction.

A great deal of research shows that such disadvantages are closely associated with mental disorders. Perhaps the greatest achievement of any city is to make its people feel safe. That makes mental health a critical consideration in urban infrastructure and design.

Designing For Well-Being

Studies show that neighbourhood parks improve cognitive functioning, while pedestrian and cycling paths reduce the stress of daily commutes. From New York City to Toronto and Tokyo, cities increasingly recognise good urban design as key to mental well-being and to countering the pressures of urban life.

A well-designed city fosters closer social bonds, builds resilience, and boosts creativity and productivity. In 2016, New York City updated its guiding principles for urban design and made residents’ mental well-being a priority. “With healthy living as a guiding principle, we are widening our lens and encouraging design teams to think about aspects in the built environment that can aid mental health,” the city said.

In Tokyo, the government launched the Tokyo Greenship Action programme in 2003 to conserve green spaces in the metropolitan area. It partners with local companies and non-profit organisations to preserve private green land; where owners cannot maintain it, the government can acquire ecologically important areas. Large commercial developments must also dedicate at least 20 per cent of non-building area and 20 per cent of rooftop space to greenery, rising to 35 per cent for larger sites.

Urban planning — whether for roads, houses or public infrastructure — must integrate mental well-being. People are the heart of any city. The choices made today in housing, transport, land use and governance will echo across generations.

With foresight and compassion, cities can shift from being quiet contributors to distress to becoming active protectors of the human spirit.
