New Delhi: The third phase of the special intensive revision (SIR) of electoral rolls is expected to start in Odisha and 21 other states and Union Territories (UTs) in April.

The Election Commission of India (ECI) has informed chief electoral officers (CEOs) of 22 states and UTs that the next phase of SIR will begin in April 2026, and directed them to complete preparatory work at the earliest.

Besides Odisha, the upcoming phase of SIR will be conducted in the states of Andhra Pradesh, Arunachal Pradesh, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Maharashtra, Manipur, Meghalaya, Mizoram, Nagaland, Punjab, Sikkim, Tripura, Telangana, Uttarakhand and the UTs of Delhi, Chandigarh, Dadra & Nagar Haveli & Daman and Diu, Jammu and Kashmir, and Ladakh.

“Since the SIR in the above States/UTs is expected to start from April, 2026, you are requested to complete preparatory work related to SIR, at the earliest,” the letter stated.

These 22 states and UTs represent approximately 373.9 million voters — around 38% of India’s total 977.97 million electorate in the 2024 general elections.

The controversial SIR exercise, which has reached the Supreme Court, was rolled out in Bihar in June 2025, ahead of the state Assembly elections there.

The second phase kicked off in November in 12 states and UTs — the Andaman and Nicobar Islands, Lakshadweep, Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal.
