Bhubaneswar: The Bhubaneswar Development Authority (BDA) is set to roll out three new Town Planning Schemes as part of the Odisha government’s SAMRUDHA SAHAR initiative aimed at fostering planned urbanisation and sustainable growth in the capital region.
The schemes, covering a combined area of approximately 863 acres primarily in parts of Malipada and Daspur mouzas, are expected to drive systematic urban expansion aligned with the broader vision of Viksit Odisha 2036. This includes creating essential infrastructure such as roads, drainage, water supply, sewerage, electricity networks, open spaces, and social amenities while promoting balanced development without large-scale land acquisition.
Following the declaration published in the Odisha Gazette, the BDA will issue notices in Form-III, inviting landowners and stakeholders to submit details of their rights and interests in Form-IV within two months. This participatory process underscores the collaborative approach to urban planning.
Under the land pooling mechanism central to these schemes, landowners will contribute up to 40% of their holdings for public infrastructure and amenities. In return, they will receive back the remaining 60% as developed, serviced plots, which is anticipated to significantly enhance land values and ensure equitable benefits for participants.
The SAMRUDHA SAHAR scheme, approved by the Odisha Cabinet with a substantial outlay of around Rs 4,879 crore, seeks to transform urban areas into vibrant economic hubs through integrated planning. It supports the development of multiple cities and economic regions, including the Bhubaneswar-Cuttack-Puri-Paradip corridor, as part of the state’s long-term goal to achieve a USD 500 billion economy by 2036.
BDA has been steadily advancing its town planning efforts. Schemes TPS 1 through 4, spanning about 1,577 acres, have received government approval, with plot possession handover underway alongside ongoing infrastructure works like roads and drains. TPS No. 8, covering roughly 560 acres in Andharua and Daspur, has also secured draft approval, with development works slated to begin soon.
Just last week, the authority declared intentions for four additional schemes (TPS 42-45) in Zone-4, covering nearly 969 acres. Several more schemes in Zones 1 and 4 are at the survey stage and expected to move forward shortly, reflecting an ambitious push toward comprehensive planned development across the Bhubaneswar Development Plan Area.
