Bhubaneswar: Utkal University in Bhubaneswar has postponed the fourth-semester examinations for several undergraduate programmes originally scheduled for August 17, citing the widespread flood situation across Odisha that has disrupted transportation and normal academic activities.

A notification issued by the Controller of Examinations on Sunday stated that exams for UG (Plus III), BSc ITM, BSc Computer Science and BEd (UDTE) courses have been deferred until further notice to prioritise the safety and convenience of students, faculty and examination staff. Principals and directors of affiliated Plus III degree colleges, including self-financing institutions, have been directed to inform students and staff immediately through notice boards and official channels.

A revised schedule and arrangements for question paper distribution will be announced separately in due course.

The decision comes as heavy rains linked to a depression over the northwest Bay of Bengal and adjoining West Bengal-north Odisha coasts have intensified flooding in northern districts with major rivers including the Baitarani, Brahmani, Salandi, Jalaka and Budhabalanga and their tributaries, in spate. The flooding has affected more than 5.15 lakh people across 947 villages in 331 gram panchayats spanning 49 blocks and five urban areas, primarily in Baleshwar, Bhadrak, Jajpur, Mayurbhanj and Kendujhar. Over 2.37 lakh people have been evacuated to 293 relief camps.

Around 90 rescue teams—comprising units from the Odisha Disaster Rapid Action Force, National Disaster Response Force and Fire Services—have been deployed, alongside personnel from health, water resources, housing and urban development, and fisheries departments. Additional engineers are monitoring embankments for breaches.

District administrations in Bhadrak, Mayurbhanj, Kendujhar and Baleshwar also ordered the closure of schools and other educational institutions on Monday as a precaution after more than 300 students at a government residential school in Kendrapada were stranded after Brahmani floodwaters inundated the area, with reports indicating they were shifted to higher floors of the building.

Chief Minister Mohan Charan Majhi is scheduled to visit the flood-affected areas of Bhadrak and Jajpur on Monday to assess the situation.

In a statement on X, he emphasised that ensuring swift assistance and the safety of affected people remains the government’s top priority, noting that three senior officers have been assigned to oversee operations in Baleshwar, Bhadrak and Jajpur while the Special Relief Commissioner coordinates with district administrations.

Chief Secretary Anu Garg reviewed the situation and cancelled leave for all government employees, directing those on leave to report for duty immediately and urging collectors to stay on high alert amid forecasts of very heavy rain till August 18. Additional Chief Secretary Usha Padhee has similarly instructed urban authorities to remain vigilant and respond promptly to any emerging challenges.
