Bhubaneswar: The Odisha government has issued a gazette notification for the Indian Stamp (Odisha Amendment) Ordinance, 2026, which is expected to simplify the apartment registration process and safeguard government revenue.
The Association of Allottees will henceforth be required to pay a nominal stamp duty of Rs 50,000 for executing the deed of conveyance for transferring common areas and facilities in its favour, as per the new provisions.
A stamp duty of 5% will be levied uniformly at the time of registration of individual apartment units. It will cover the apartment unit and undivided proportionate share in common areas.
Earlier, there was a three-tier slab system — 3%, 4% and 5%.
The notification in Odisha Gazette, published on Thursday, follows the promulgation of the ordinance to amend the Indian Stamp Act, 1899, by Governor Hari Babu Kambhampati. The Mohan Charan Majhi-headed state cabinet had approved it earlier.
The amendment is in alignment with provisions of Odisha Apartment (Ownership and Management) Act, 2023, which mandates transfer of common areas and facilities to the Association of Allottees at the time of executing the first deed of conveyance.
Earlier, the Association of Allottees had to pay 5% stamp duty for such transfers, which imposed a significant financial burden on buyers and often delayed registration of apartments.
The revised structure should remove bottlenecks and ensure smoother property transactions.
