Bhubaneswar: Finance Minister Niranjan Pujari on Wednesday presented the interim budget (vote-on-account) for 4 months with an estimated programme expenditure of Rs 1,10,000 crore, including Rs 1 lakh crore for the government sector.

“The proposed programme budget size for 2022-23 is 33 per cent higher than that of 2021-22,” he said, adding that the state economic growth rate in 2022-23 is estimated to be 9%-9.5% compared to the national growth rate of 7.8%.

The total budget outlay for 2022-23 is Rs 2 lakh crore against Rs 1.70 lakh crore in 2021-22.

“Our focus on industries as well as MSME sector, social sector, employment generation, and higher investment in infrastructure is likely to help the state economy register a nominal growth of beyond 12 per cent in 2022-23,” he added.

The Finance Minister further said that the total administrative expenditure is estimated at Rs 89,620 crore in 2022-23 including Rs 29,248 crore for salaries, Rs 18,221 crore for pension, Rs 8,467 crore for interest payment and Rs 5,856 crore for maintenance of capital assets.

Health for 2022-23 gets Rs 12,241 crore and for the first 4 months, it is Rs 5753 crore.

“There is a provision of Rs 12,241 crore for overall health spending of the state government, which is 6.1 per cent of the total size of the budget during 2022-23. Ten new Medical Colleges have been set up in the last 5 years taking the total to 13, and in the coming years around 2000 MBBS doctors will be graduating every year. We have also more than doubled the sanctioned strength of Nurses and Paramedic staff during the last 5 years,” he said.

Odisha Budget Allocations For State Sector Schemes For 2022-23 FY

Biju Expressway: Rs 300 crore

State Capital Project (including Capital Road): Rs 178 crore

ABADHA at Puri: Rs 1,408 crore

EKAMRA : Rs 200 crore

SAMALEI: Rs 200 crore

Tourism development: Rs 150 crore

Biju Setu Yojana: Rs 1,688 crore

PMGSY: Rs 1100 crore

Mukhyamantri Sadak Yojana: Rs 675 crore

Connecting Unconnected Villages in Difficult Areas (CUVDA): Rs 150 crore

Connection of Missing Road Links (CMRL): Rs 150 crore

Pujari said that Rs 26,492 crore has been provided under the education sector during 2022-23, which includes Rs 521 crore under Mo School Abhiyan, Rs 439 crore for Smart Class Rooms in selected 100 schools of excellence, Rs 1,109 8 crore of GIA to Non-Government High Schools, Rs 420 crore for Odisha Adarsha Vidyalaya, Rs 1,283 crore of GIA to Non-Government Colleges, Rs 3,552 crore under Samagra Sikshya, Rs 165 crore for Infrastructure Development of Universities and Colleges, Rs 258 crore for Strengthening of Higher Education in Odisha under the World Bank project, and Rs 182 crore under Rashtriya Uchchatar Shiksha Abhiyan (RUSA).

While Rs 20,344 crore has been allocated for different schemes in agriculture and allied sector, including Rs 1874-crore of DBT under KALIA scheme, Rs 2255 crore has been provided for rural and urban water supply under the scheme BASUDHA, Rs 6,000 crore under Jal Jeevan Mission in convergence with extra-budgetary resources like OMBADC and DMF under the State Saturation Plan to fulfil the target.

Provision of Rs 2,000 crore has been made for different activities under the overarching Mission Shakti programme, which includes Rs 1,039 crore under the National Rural Livelihood Mission (NRLM), Rs 773 crore of Financial Assistance to WSHGs & their Federations and Rs 176 crore for Construction of Mission Shakti Gruha.

Biju Swasthya Kalyan Yojana gets Rs 1864-crore in FY 2022-23.

The Finance Minister further added that Rs 1,635 crore has been proposed for MSME sector for setting up world-class infrastructure and incentivising the industries, MSME and startups, an 37 per cent increase over the previous year’s allocation.

Since vote-on-account of Rs 1.06 lakh crore has been presented for four months (April-July), the department can spend around 50 per cent of the amount allocated to them. No such limit has been fixed for disaster response funds and election expenditure.

The outlay for disaster response funds will be Rs 3,210 crore.
