Odisha Govt Mulls Liquor Home Delivery; How To Order & Delivery Mode Proposed

Bhubaneswar: The Odisha government is contemplating home delivery of alcohol and a final decision in this regard will be taken by next week.

This followed a Supreme Court order, suggesting states to consider home delivery of alcohol to maintain social distancing after overcrowding of shops, which were reopened earlier this month, in Delhi and Bengaluru.

Meanwhile, Excise Commissioner has constituted a six member committee comprising the Excise Commissioner, MD, OSBCL, Excise Deputy Commissioner (CD), Cuttack, Superintendents of Excise, Berhampur/Khurda/Jajpur to examine the rate of delivery charges fixed by neighbouring states of West Bengal, Jharkhand and Chhattisgarh in connection with liquor home delivery.

It followed a notification from the Excise Department, authorizing the Excise Commissioner to notify the charges of the delivery persons to be engaged by the liquor licencees/food during lockdown 4.0.

The notification further said that food aggregators interested to participate in home delivery of liquor will have to apply for NOC from the Excise Commissioner, Cuttack, along with one
application, copy of registration certificate, ULB/block-wise name and location of liquor licencees in which to engage delivery persons/a self-declaration to abide by all the terms and conditions as fixed by Excise Department, Odisha, from time to time.

“They have to share the delivery persons’ details – name, address, WhatsApp number along with photograph with the Superintendent of Excise concerned for approval and with NIC through OSBCL,” it said.

HOW TO ORDER

Consumers can access OSBCL Website — osbc.co.in and ascertain the nearest retailer, brand, MRP and get confirmed about the availability of the brand of his choice by telephonic contact with retailer. Thereafter, he may book the liquor and pay through the concerned Food Aggregator App mentioning the following details — Name  and address of the consumer, mobile./WhatsApp numbers., EPIC/Aadhaar for age verification and name and location of nearest retailer, items required with quantity.

“Per Invoice a consumer can book maximum 5 bulk Litres of beer and 2.5 bulk litres of IMFL,” the notification said.

DELIVERY

Once the purchase order is placed successfully through web services, the food aggregators to share the above details along with delivery person code with NIC. Delivery person will show the purchase order copy to the retailer concerned, who will verify the purchase order from OSBCL portal and issue the items to the delivery boy as per availability.

PAYMENT
The retailer will issue a QR coded invoice-cum-e-pass, which is generated from OSBCL online system, to the delivery boy which will  be handed over to the consumer.

DOS & DON’TS
1. No extra charge beyond MRP plus delivery charges (as notified by Excise Commissioner) will be demanded/collected from consumers.
2. No efforts, overt or covert, will be made to promote any particular brand by alluring offers like reduced MRP in respect of that brand/special discount/semblance of any form of advertisement and the like.
3. Despite online sale, the liquor shops/delivery boys will have to adhere to the laid-down norms of social distancing, 6 feet inter-personal distance frequent sanitization/mask wearing.

TIMINGS
Online delivery order will be received from 7 AM to 1 PM and delivery ensured till 6 PM. In case of huge orders received on a single day, the delivery will be made the next day.
