Food Supplies and Consumer Welfare (FS&CW), General Administration and Public Grievance (GA&PG), Housing and Urban Development (H&UD), Health and Family Welfare (H&FW), Home, Special Relief Commissioner (SRC) and Odisha State Disaster Mitigation Authority (OSDMA) departments have been classified under the critical category and will function with 50 per cent employees and officials.

Besides, Commerce and Transport (C&T), Electronics & Information Technology (E&IT), Energy, Fisheries & Animal Resources Development (F&ARD), Finance, Information & Public Relations (I&PR), Panchayati Raj & Drinking Water (PR&DW), Revenue, ST & ST Development, Steel and Mines and Works departments, as well as the Odisha State Pollution Control Board (OSPCB), will function with 10 per cent employees and officials.

Employees and officials of the remaining departments classified under non-critical category need not attend the office. However, they have to remain available at short notice and monitor/supervise the work related to their departments in the field over the phone, the order added.
