Bhubaneswar: The Odisha government has issued a strict directive to Rural Development department employees, enforcing fixed office hours and prohibiting early departures to enhance administrative efficiency and service delivery in rural initiatives.

Key Guidelines:

1- Employees must arrive by 10 am and stay until at least 5.30 pm, ensuring a minimum of 7.5 hours in the office daily.
2- A biometric attendance system is mandatory for recording entry and exit times, eliminating proxy attendance or manipulation.
3- Non-recording of “Office Out” will result in the employee being marked absent for the day.
4- A 30-minute grace period is allowed for unforeseen delays.
5- In emergencies, official tours, or unavoidable absences, employees must inform their branch officer or competent authority in writing.
6- Failure to meet the 7.5-hour requirement may lead to disciplinary actions, including deduction of half-day casual leave if working hours fall below 4 hours.

This move is aimed at addressing complaints about irregular attendance and early departures and ensure transparency, discipline, and efficient functioning of rural development programmes, an official release said.
