Paradip: JSW Steel on Wednesday marked a significant milestone in its growth journey with the project commencement ceremony of its 13.2 million tonne greenfield Integrated Steel Plant at Paradip in Odisha, entailing an initial investment of Rs 65,000 crore.

The project represents one of the largest investments undertaken by the company and underscores its long-term commitment to strengthening India’s manufacturing capabilities while contributing to Odisha’s industrial transformation.

The integrated steel plant will be developed in phases at Paradip with a planned capacity of 13.2 million tonnes per annum (MTPA).

Officials said the integrated industrial complex of JSW Utkal Steel Limited represents one of the largest industrial investments in Odisha with a cumulative investment commitment of approximately Rs 1.25 lakh crore.

With an initial investment of around Rs 65,000 crore, the plant is being built in the Dhinkia area of Paradip, the exact land parcel originally granted to the proposed South Korean POSCO project before it was shelved.

The ceremony was graced by Odisha Chief Minister Mohan Charan Majhi, senior members of the state government, including Industries and Steel Minister, and JSW leadership led by Sajjan Jindal, Chairman and Managing Director of JSW Group.

Spread across nearly 2,950 acres, the project is strategically located on Odisha’s coastline, offering strong port connectivity, efficient access to raw materials and robust logistics infrastructure to serve both domestic and international markets.

“While Paradip is already globally recognised as a premier chemical and petrochemical hub, our goal is to diversify. We want Paradip to house a rich variety of industries, and with the steel sector coming in, I am confident that we are moving in the right direction towards making Paradip an anchor of Purvodaya, in line with the vision of Hon’ble Prime Minister Narendra Modi for Odisha,” said CM Majhi while speaking at the event.

The project includes development of a state-of-the-art blast furnace along with critical ancillary facilities such as coke oven and sinter plant infrastructure as part of the proposed integrated steel ecosystem at Paradeep.

Besides the establishment of a 13.2 MTPA integrated steel plant, the project includes a 10 MTPA cement plant, a 32 MTPA pellet plant, and a large captive solar power plant. The project is expected to generate substantial employment opportunities across the region, including an estimated employment potential of nearly 42,000 people.

The ongoing development includes commencement of key infrastructure facilities such as the blast furnace, coke oven, and sinter plant, forming the foundation of a world-class integrated steel and manufacturing ecosystem at Paradeep.

Addressing the gathering, the Chief Minister stated that the project represents a defining milestone in Odisha’s industrial growth story and reflects the growing confidence of global and domestic industries in the State’s progressive industrial ecosystem.

Highlighting the government’s proactive approach towards industrialisation, he said that the state has transformed years of pending proposals into fast-track execution through coordinated governance, speedy clearances and industry facilitation. Referring to the accelerated implementation of the blast furnace project, he noted that infrastructure originally planned for commencement in 2028 is now being initiated significantly ahead of schedule due to the State’s industry-focused governance model.

The Chief Minister further stated that JSW Steel has significantly expanded its investment commitment in Odisha with additional industrial facilities proposed as part of the larger integrated manufacturing ecosystem. He said the expansion would create substantial opportunities for local communities, MSMEs, ancillary industries, logistics, services and skilled youth across the region while accelerating economic growth in coastal Odisha.

Sharing his vision for Paradip, Majhi stated that while the port city has already established itself as a nationally significant chemical and petrochemical hub, the government is now working towards transforming Paradip into a diversified industrial and manufacturing centre with investments across steel, downstream industries, textiles, green energy and port-led manufacturing sectors.

Drawing reference to globally integrated port-led industrial ecosystems, the Chief Minister spoke about his recent visit to Mundra in Gujarat, where he witnessed the successful integration of large-scale industries, logistics infrastructure and manufacturing clusters around the port region. Sharing his experience, he said, “We are actively working to develop Paradip on a similar blueprint, positioning this port city at the centre of Odisha’s coastal industrial corridor.”

Highlighting the long-term socio-economic impact of the proposed industrial ecosystem, the Chief Minister stated that the expanding industrial corridor around Paradip has the potential to generate nearly one lakh employment opportunities across sectors, ensuring that local youth can access livelihoods and economic opportunities within their own region. He further emphasised that the government is proactively working towards transforming Paradip into the eastern gateway of India through integrated industrial development, world-class infrastructure, port-led manufacturing and strategic investments across sectors.

The Chief Minister also encouraged JSW Steel to expand beyond primary steel production by promoting downstream industries and ancillary manufacturing units across the state.

Under the visionary leadership of Sajjan Jindal, the company is solidifying its footprint in eastern India. Following a landmark, Rs 32,000 crore mega Japanese joint venture with JFE Steel Corporation to scale the Sambalpur plant to 10 MTPA, this initiative marks another decisive step toward co-ordinated industrial growth. State leadership assured full government support to establish a self-sustaining steel and manufacturing ecosystem, aligning with Odisha’s larger Vision 2030 industrial roadmap.

Chairman of JSW Group, Sajjan Jindal, expressed his gratitude to the government of Odisha for its continued support and proactive facilitation of industrial projects in the state. He reaffirmed JSW Steel’s long-term commitment towards Odisha and stated that the company envisions developing a world-class integrated steel and manufacturing ecosystem in Paradip with advanced manufacturing capabilities and strong downstream industrial opportunities. He also highlighted Odisha’s strategic advantages including port connectivity, industrial infrastructure and supportive governance, which make the State a preferred destination for large-scale industrial investments.

Followed by this event CM Majhi interacted with Hitoshi Kawano, CEO of Primetals – one of the Largest Steel Equipment Manufacturing Company headquartered in Japan, Marco Asquini, MD and CEO, SMS group- One of the largest steel and downstream company in Germany and Ashish Ray CEO of JSW paints. These interactions in steel downstream and chemical sector will boost the industrial growth of Odisha.
