Bhubaneswar: The winter session of the Odisha Assembly is likely to begin from November 16, sources in the Assembly Secretariat said.
The session will have 23 working days and conclude on December 17.
A senior official of the Assembly Secretariat said that the state cabinet meeting scheduled on Friday evening will take a decision on whether the winter session would be held before or after the ensuing Men’s World Cup Hockey, beginning November 28 at the Kalinga Stadium here.
The decision of the cabinet would be referred to the Governor. After the assent of the Governor, the Assembly Secretariat will issue a notification on the commencement of the Assembly session.
However, reliable sources said that the state government had begun its preparation for the winter session of the Assembly.
While the Assembly had passed the first supplementary budget in its monsoon session, there was no provision for placing the second supplementary budget under the Fiscal Responsibility and Budget Management (FRBM) Act, 2003. However, the state government can place the second supplementary budget either by bringing an ordinance or amending the provision of the Act.
A senior official of the Finance Department said there was no proposal to put forth the second supplementary budget.
