Bhubaneswar: Speculation over Sujata Rout Pandian, a former bureaucrat and wife of former chief minister Naveen Patnaik’s trusted aide V K Pandian, joining the BJD gained momentum on Monday after party leader Manmath Rourtray strongly backed her entry and highlighted the overwhelming support she commands within the party’s grassroots.

Speaking to the media, Manmath praised the former bureaucrat’s extensive experience at the grassroots level, particularly pointing to her transformative work with Odisha’s flagship ‘Mission Shakti’ initiative. “She brings extensive grassroots experience and a strong execution-oriented approach,” he stated, adding that her active involvement would provide a massive boost to the party’s ongoing organisational efforts.

He hoped that the rumours were true, noting that nearly 99% of party workers and leaders had been eagerly awaiting her formal induction into the BJD. “Party workers are very enthusiastic. Her entry will boost the party morale. Definitely there have been some meetings with this regard. Rumours of her joining are incredibly strong ,” he said.

Manmath clarified that it is unlikely that she will immediately hold any organisational post. “She will neither be projected as anyone’s successor,” he added.

The statement comes just ahead of a crucial BJD meeting scheduled for June 10, when Naveen is expected to interact with candidates who contested the 2024 elections but were not elected, as part of the party’s ongoing efforts to strengthen its organisation after the poll debacle.

It is worth mentioning here that such speculation has been doing the rounds since the 2000-batch IAS officer took voluntary retirement (VRS) in March 2025, following a similar path taken by her husband V K Pandian in 2023 before his own entry into BJD politics. A section within the regional party has been batting for her and trying to gauge public mood.

Pandian had announced retirement from active politics following the BJD’s defeat in the Lok Sabha and State Assembly elections in 2024.

Transformative Legacy

Sujata left a lasting impact on social development, sports, and women’s empowerment across the state during her career as a bureaucrat. Beginning in the Maoist-affected Sundargarh district, she launched a transformative bicycle distribution scheme for high school girls to champion mobility as empowerment, earned the moniker ‘Football Collector’ for promoting sports among vulnerable youth, and pioneered the introduction of eggs into the Mid-Day Meal scheme, an initiative later scaled up statewide. As Cuttack’s first woman Collector, she launched the ‘Mamta’ cash transfer scheme for pregnant women, and later championed the first World Odia Language Conference during her tenure as Secretary of Culture. Her most notable legacy, however, remains her visionary leadership of ‘Mission Shakti,’ where she expanded Odisha’s flagship women’s empowerment programme to support 70 lakh women while dramatically scaling credit linkages for self-help groups from Rs 500 crore to Rs 15,000 crore over seven years.
