Bhubaneswar: In a major policy move aimed at easing the financial path to homeownership, the Odisha government has announced a massive 90% slash in stamp duty and registration fees for Economically Weaker Section (EWS) beneficiaries.
The decision, cleared during a state cabinet meeting chaired by Chief Minister Mohan Charan Majhi, specifically targets affordable housing units allotted under the newly launched Pradhan Mantri Awas Yojana (Urban) 2.0 and other state-recognised urban housing initiatives.
The Revenue and Disaster Management Department has formalised this relief through two separate notifications under the provisions of the Indian Stamp Act, 1899, and the Registration Act, 1908.
According to the notification, Economically Weaker Section (EWS) beneficiaries purchasing or receiving housing allotments through PMAY (Urban) 2.0 or any state-recognised affordable housing scheme in urban Odisha will receive a 90% stamp duty exemption on conveyance and allotment deeds. Complementing this, a parallel order waives 90% of registration fees for the same category, drastically lowering overall property registration costs.
The twin concessions are aimed at helping low-income urban families afford homes and encourage participation in government housing schemes. They will also significantly reduce upfront costs for first-time EWS buyers.
Earlier, the Chief Minister had noted on social media that the decision reflects the administration’s broader commitment to sustainable urban development, ensuring that infrastructure growth simultaneously caters to the welfare of the state’s most vulnerable residents
